Brussels EPC Reform 2033: What Every Property Owner Must Know

Brussels has adopted one of Europe's most ambitious energy renovation plans. If you own or rent out property in the Brussels Capital Region, here's what you need to know about the mandatory energy targets — and what happens if you don't comply.

What is the 2033 EPC reform?

The Brussels government has set a mandatory energy performance target for all residential properties: by January 1st, 2033, every home must consume less than 275 kWh/m²/year — corresponding to a minimum EPC class E. By 2045, the target drops further to 150 kWh/m²/year (class C minimum).

Are you affected?

Check your current EPC certificate for your consumption in kWh/m²/year:

• Class A, B, C or D (< 210 kWh/m²/year) → You're in a good position for 2033. Plan for 2045.
• Class E (211–275 kWh/m²/year) → Just within the 2033 target, but action needed for 2045.
• Class F (276–345 kWh/m²/year) → 🔴 Renovation works required before 2033.
• Class G (> 345 kWh/m²/year) → 🚨 Urgent renovation required.

What are the fines for non-compliance?

• Administrative fines of €2.50 per kWh/year deviation, minimum €125
• Repeated offences: possible criminal prosecution
• Significant loss of property value for F and G-class properties
• F and G properties are increasingly difficult to rent — tenants avoid them
