EPC for an apartment in Brussels: what you need to know

📋 When is it mandatory?

The EPC certificate is mandatory for any apartment put up for sale or rent in Brussels. It must be available as soon as the property listing is published and handed over to the buyer or tenant.

Without a valid certificate: fines from €250 to €25,000 and risk of the transaction being blocked by the notary.

🏢 Co-ownership: points to note

For an apartment in a co-owned building, the auditor needs access to the boiler room (if shared heating). Ask the syndic for access before the visit.

Is the EPC mandatory to rent out an apartment in Brussels?
Yes, the EPC certificate has been mandatory for any apartment rental in Brussels since 2011. The energy rating must appear in the listing and the certificate must be handed to the tenant when the lease is signed.
How long does an apartment visit take?
The length varies by floor area: about 30 minutes for a studio, 45 minutes for a standard apartment and up to 75 minutes for a large duplex. The auditor must be able to access all rooms.
I've lost my old EPC certificate, what should I do?
Your EPC certificate is registered on Brussels Environment's official platform. You can find it on peb-epb.brussels using your eID or itsme. Expert-PEB can also provide a duplicate for €21 excl. VAT.
My apartment is on the top floor, does that affect the score?
Yes! A top-floor apartment is more affected by roof insulation. If it is insufficient, your EPC score will be lower. Providing documents about the roof insulation can improve your result.
Can the tenant refuse to give access to the apartment?
The tenant is required to allow the auditor access with reasonable notice. In case of refusal, the auditor may end the assignment, with the full amount still owed by the landlord.
